PURPOSE OF THESE GUIDELINES
It is important to note that any community-targeted housing programs must be balanced with the economic, aesthetic, environmental, and tourism-related values of the community. In addition, the costs of providing Community Housing should not be borne disproportionately by any one sector of the community. Regulatory and funding strategies should be devised which equitably distribute the costs of Community Housing production among the many activities and participants influencing growth and development within Valley and Adams Counties.
The following Guidelines are intended to govern the development, maintenance, and occupancy of Community Housing units in Valley and Adams Counties. These Guidelines are intended to support the attainment of VARHA goals and are intended to supplement City and/or County Land Use and Building Codes, not to supersede them. This document is also intended to assist municipal staff, the development community, and the general public in understanding the VARHA's priorities for and processes governing Community Housing development and administration in Valley and Adams Counties.
The Guidelines shall be used to review land use applications, establish affordable rental rates and sales prices, establish criteria for occupancy, and to develop and prioritize current and long-range community housing programs. These guidelines shall be updated as needed in order to account for the changes that are occurring within the region, as well as to account for the annual adjustments by HUD to the income factors. After adoption by the VARHA's Board of Commissioners, these Guidelines will remain in effect until such time as updated and amended Guidelines are approved by the same body.
